Dr. Carlos J. Cuéllar cofounded PROSALUD, of which he was the Executive Director until 1998, when he moved to the US to work for Population Services International, one of the consortium members of CMS. He continues to service PROSALUD as a member of the Assembly of Associates and a consultant.
Dr. Cuéllar has been providing technical assistance to improve health care institutions and programs in Latin America and the Carribbean and Africa for more than 12 years. His areas of expertise include public-private partnerships, private-sector networks, health services franchising, NGO sustainability, marketing of health services, and health financing. He worked for the Bolivian Ministry of Health for 5 years, first as an Epidemiologist in the National Tropical Diseases Center, then as a District Medical Officer in a rural area and, finally, as the Regional Health Officer of Santa Cruz.
He earned his MD from the Catholic University of Cordoba in Argentina, his MPH from the Institute of Tropical Medicine in Antwerp, Belgium, and a Diploma in management and Administration from NUR University in Santa Cruz, Bolivia.
